I m directed to transmit to you, for the

observations of secretary Jir John Simon, the

Bocompanying copy of a despatch from the Governor of

Ceylon regarding the desirability, in the interests of

Ceylon trade sith Chine, of establishing a Consulate

or Vise-Commulate in Colombo at an early date.

if it is anticipated that the request

for the appointment of a Chinese Consul in the Island

in this connection would prejudice the objections which

have been raised to such an appointment in kong seaɛ,

it is cuggested that it might be preferable to ask thuit

the Ceylon Chamber of Commerce should be authorised

te issue invoices in reupect of shipments from Ceylon

to China.
